「贏選舉，輸民意」這句說話當然是事實。但過去4年來，曾俊華和林鄭月娥在任司長時的民望都在前列，可說是叮噹馬頭。只不過在近月選舉期間，因為曾俊華形象工程做得好，而林鄭月娥被指有中央「欽點」及有關方面對她的支持工作做得拙劣，導致兩者民意差距拉開。所以這個民意支持度的比較只是短期相對而言，並非因為林鄭月娥本人一直不受多數市民歡迎所致（有別於如果梁振英尋求連任的情况）。

高官問責制推行至今已達15年，作為特區政府中最高層次的政治架構，問責制的成效既影響政府的民望，更會影響各項主要政策的制訂和執行。

去年9月以來的兩個政府項目，均顯示下屆特區政府需要及時檢討與改進公眾諮詢機制和工作，也是所有特首參選人必須應對的議題。

筆者昨天的文章〈「摸底」和公眾諮詢〉（刊《明報》），提及香港願景計劃有關公眾參與機制的研究建議。現在讓我們分析檢討諮詢委員會制度（註1）。

我們現在根據以往政府施政的成功經驗，先從改善和增強諮詢委員會及公眾參與的機制入手，希望更新現有體制的一些關鍵部份，能較快地令今後數年的公共政策的制訂及落實工作得到顯著的改善。

我們認為，下屆特區政府應就如何進一步增強香港的國際城市地位，提出具體計劃。我們建議可先從以下兩方面著手 : 一、確立「姊妹城市」策略； 二、增加網點推廣香港、拓展經貿和專業服務 。
