特區政府在今年的施政報告中強調要以「居家安老為本，院舍照顧為後援」作為安老政策的方針。然而，在社區照顧服務不足的情況下，有過半數長者的護理需要未能透過家庭得到滿足。我們認為政府必須檢視社區照顧服務的成效，並作出相應改善。

回歸至今已近二十年，香港尚未履行其憲法責任，完成第二十三條立法工作。一國兩制的繼續順利落實，既要保持香港制度的特色，又要維護國家主權安全和發展利益，這和進一步發展民主同樣重要。要取得社會共識，立法工作需要分階段進行以及進行充分的諮詢。

高官問責制推行至今已達15年，作為特區政府中最高層次的政治架構，問責制的成效既影響政府的民望，更會影響各項主要政策的制訂和執行。

香港需要一套嚴謹、多元及具持續性的人口政策。但可惜政府在制訂相關政策時，忽略了周詳的研究與考量，加上有關部門過於保守的政策取態，使各類人口政策都收不到預期的效果。

我們現在根據以往政府施政的成功經驗，先從改善和增強諮詢委員會及公眾參與的機制入手，希望更新現有體制的一些關鍵部份，能較快地令今後數年的公共政策的制訂及落實工作得到顯著的改善。
