In February, 2019, the Hong Kong Vision Project (HKV) of Hong Kong Policy Research Institute published the research report " New Mindset for Land Administration -- Upgrading Land Administration System in a Holistic Way". It was widely reported in the media, and responses from the community are positive.

In the evening of 8 May, Ms. Doreen Kong, a lawyer and Research Fellow of HKV who authored the report, was invited by The Hong Kong Institute of Surveyors to give a talk on "Proposed Electronic Land Administrative System" to over 100 surveyors. The enthusiastic audience raised a number of questions for discussion in the session after the speech.
