香港需要一套嚴謹、多元及具持續性的人口政策。但可惜政府在制訂相關政策時，忽略了周詳的研究與考量，加上有關部門過於保守的政策取態，使各類人口政策都收不到預期的效果。

我們認為，下屆特區政府應就如何進一步增強香港的國際城市地位，提出具體計劃。我們建議可先從以下兩方面著手 : 一、確立「姊妹城市」策略； 二、增加網點推廣香港、拓展經貿和專業服務 。

食水是市民生活不可或缺的一環；可靠的食水供應對香港的城市發展十分重要。香港缺乏大型河流、天然湖泊以至地下水源等天然水資源，食水的供應主要來自輸入東江水以及本地水塘收集雨水，當中東江水及雨水分別約佔全港食水供應的75%及25%。
