回歸至今已近二十年，香港尚未履行其憲法責任，完成第二十三條立法工作。一國兩制的繼續順利落實，既要保持香港制度的特色，又要維護國家主權安全和發展利益，這和進一步發展民主同樣重要。要取得社會共識，立法工作需要分階段進行以及進行充分的諮詢。

法治是香港的核心價值。要維護香港法治，必須推動本地法律基礎建設，及向國際社會展示香港完善的法律系統。另方面，「一帶一路」沿線國家的基建需求數以萬億計。香港政府和法律界應掌握機遇，把香港發展成為國際爭議解決中心。
